Early Childhood Education, non-school-based Modality: the path to Universality stablished in Article 38 of the Ley General de Educación

The universalization of Early Childhood Education (ECE) in Mexico remains a critical challenge in guaranteeing young children’s right to education. Despite legislative and pedagogical progress in recent decades, coverage at this level remains limited, with only 4% of children nationwide receiving services. Insufficient public investment (just 0.6% of GDP in 2023) has hindered access to quality educational spaces for millions. In this context, the non-school-based modality emerges as a viable alternative to expand coverage without sacrificing quality. This essay explores the role of this modality in including vulnerable populations, its implications for universalizing ECE, and the challenges it faces regarding funding and implementation. Through a critical, data-driven analysis, the essay argues that strengthening the non-school-based modality could be a key strategy for advancing ECE universalization in Mexico.
