Relevant Elements on the Evaluation of the Livestock Development Program in Yucatan, Mexico, 2001-2013

Abstract

Introduction. In Mexico, the experience of evaluating public programs is rare and negative, including those occurring in the primary sector. Additionally, accountability is incipient, closer to an audit than to a clear and precise assessment. Objective. Analyze the evaluation process of the Programa de Fomento Ganadero (Livestock Development Program) to determine its influence (effectiveness) on the impacts on Yucatán’s livestock subsector. Development. Longitudinal trend study, with a mixed approach, in which the analysis was based on the theoretical-methodological principles of Pablos, Ortiz and Pons (2009). It was found that the FG evaluations in the state of Yucatán from 2001 to 2014 presented modifications. These were agreed upon and determined year after year according to the regulatory requirements (indicators and methodological instruments that were used for the evaluation designed by FAO) and needs for federal (field Alliance Program objectives) and state authorities (State Development Plan objectives) seeking to verify compliance with regulations (Rules of Operation physical and financial goals, the producer’s opinions and evaluating impacts and program ́s management (these last two, incorporated since 2001). Conclusions. FG neglect social participation and the dynamic systems analysis, that is the application of qualitative studies oriented towards quality, user satisfaction, congruence, opportunity, pertinence and efficiency with a constructivist evaluative approach.
